Abstract: In this chapter, criteria for the development and use of indicators are outlined, and issues to be addressed in their construction are highlighted. The applicability of the criteria developed will depend on the indicators in question and on the purpose of the indicator. Issues discussed include the specification of indicators, measurement units and variables, assessment of data sources, statistical considerations and issues of interpretation and risk communication. Examples are given to illustrate these aspects.
