Measuring wellbeing – the Australian Bureau of Statistics’ framework for social statistics
Author: Andrew Webster, Garth Bode, Horst Posselt Australian Bureau of Statistics
Date: 2008
Abstract: Among national statistical offices, the Australian Bureau of Statistics (ABS) has taken a pioneering role by developing a wellbeing framework to underpin its activity in the field of social statistics. At its broadest level this framework comprises areas of social concern, population groups and transactions between individuals and groups within their social environment. Compilation of a wellbeing framework provides an opportunity for a national statistical office and its stakeholders to review the breadth of its social statistics activity and develop strategic responses to identified gaps in concepts and data. Accordingly, the wellbeing framework has helped to shape the organisational structure, collaborative data development activity and analytical output of the ABS. It has also provided a useful tool for building the knowledge and skills of those within the organisation and beyond who are concerned with increasing their understanding in this field of work and how it might be developed.
